i think you can use it in a positive sense as long as you censor it, but just as a "reclaimed" insult, no

it is. it's absolutely reclaimable. i am a b*tch. i am proud of that fact. my best friends in the world are my b*tches, and they're damn proud of it, too.

what you can't do is use it as an insult against someone. because if you do that, it loses reclamation and goes back to the slur.
