the social construction of disability? like, ppl have disabilities but are rendered further disabled by various social policies (i.e. lack of sidewalks for ppl with mobility devices) but if you are deaf and you live in a deaf community then maybe you are not disabled by your deafness since the social policies and practices accommodate/cater to you.
