nayrt i'm the op and i don't think all mis are disability. this is cp from my comment above:
troll time, but serious answer: everyone has mental health, but not everyone has mental illness.
so people can have panic attacks (seriously, 50% of people have panic attacks), temporary/mild depression, grief, stress, temporary/mild anxiety without having an mi.
all mis are the extreme of the spectrum of mh, and it's an mi when it's long-lasting and more severe.
