unless they're completely naked w/ no nest in sight then they're not in danger. they're where they need to be. all baby birds spend some time on the ground until they learn how to fly and their parents continue to care for them. their parents would be caring for them if u weren't some enormous predator milling about and scaring them off
we have a family of birds at the top of our office building and one of the chicks was stuck wandering around in the courtyard as it couldn't fly back up. so we called some animal rescue person to take it back up in the lift to its parents.
