in a way. they can distinguish between play and purpose, so they look at your body language to see if you intentionally meant to hurt them (aggressive stance, angry voice, etc) or it was a playful move gone awry
so when you coo apologies and cuddle them they actually do understand it even if they can't grasp the full complexity of what an apology or accident is
