they aren't allowed to actually come inside ur house bcus theyre not police or somebody, so they dont actually KNOW it. but some ppl dont know this, are intimidated by authority, and thats how they get you.
i don't know how they cut you off, since it never happened to us and nor did i know someone it did happen to
it's kind of a weird/dumb system
