tbh he doesn't have a plan for the relationship, so yeah, i would move on, but she doesn't sound happy either.
i can't think of a guy who's with a woman he loves doesn't mind thinking about marriage. like, they may not be about it /now/ but if it were to happen, they'd be ok with it.

like, the guys i know, they're not about making plans with girlfriends or being with girlfriends if they just want her for sex. they don't want to get married today, but they're not so afraid of marriage that they can't talk about it. it's down the path.
ofc, there are guys who keep a girl around because they don't want to play the game, want sex on demand, etc. but a guy's long-term goal should rly be similar to yours. if they can't even talk about it or it's so far out, it's prob not going to work out no matter how perfect he seems.
