why did sisko get the fucking engineer to act as an ambassador for races they've never fucking met before

has he ever interacted with an engineer

like i know ds9 was supposed to be in bumfuck nowhere but they're right next to the only known stable wormhole that connects to a totally unexplored region of the galaxy, you'd think starfleet would send a real ambassador
