the difference between them is that zuko was treated badly in childhood and had an impetus to change or grow up or whatever whereas all of azula's bad tendencies were always encouraged and when you have all the authority figures in your life praising you for doing bad shit why WOULD you change? she never had idk a window into a different world like zuko did with iroh
